Abstract
A new collolidal silver (Ag) system is present in which a fine colloidal Ag is in situ deposited onto functionalized porous poly(ethylene glycol dimethacrylate) (poly (EGDMA)) microspheres. The effectiveness of Ag deposition was investigated considering the surface characteristics of poly (EGDMA) microspheres, The result reported in this study illustrates that the control of surface area and surface functionality (in this study, a hydroxyl group) of poly (EGDMA) microspheres is an important factor that determines practically the degree of deposition of colloidal Ag. The x-ray analysis showed that Ag nanoparticles were dispersed evenly inner and outer surfaces and has a face center cubic(fcc) phase. In the preservation test, the Ag-containing poly (EGDMA) microspheres had a powerful anti-bacterial performance, showing a high potential for a new preservative.

Recently, many graduate schools related to Cosmetic & Beauty have established, and it is very advisable. However, the following the curriculum or the teaching staff has to be made up well for making a substantial graduate school, and it will contribute largely toward to Cosmetic & Beauty industry. If it is used like a tool for only increasing the quorum of student, it is not a help to Cosmetic & Beauty industry even though many Cosmetic & Beauty courses in the graduate schools are established. The government and the industrial circles have to give thought and support to develop a university. Then special workers who train in this part will be a help to grow Cosmetic & Beauty industry.
Hereafter, Cosmetic & Beauty industry is a big field of industry after medical supplies in the fine chemistry industry when we take the scale of industry and the national competitiveness into consideration. And Cosmetic & Beauty industry is a competitive field of industry with a small investment contrary to medical supplies. However, there are few educational institutions for special workers through the college of pharmacy in Cosmetic & Beauty contrary to medical supplies. Also, there is no position for managing the growth of Cosmetic & Beauty industry in the government agencies. At this point of time, it is very desirable situation that the graduate school related to Cosmetic & Beauty is established lately, and we hope that it is an opportunity for the growth of Cosmetic & Beauty industry through the interests of the university, the government, the industrial circles, and so on.

Abstract
A high-performance liquid chromatographic method for the simultaneous determination of arbutine, a mixture of methyl, ethyl, propyl, butyl parabens dissolved in methanol and Glrablidine(Oil Soluble Licorice), was studied by usmg a ODS C18 column and a methanol gradient at 254 and 276 nm. Calibration curves were found to be linear in the 0.5-10 μg/ml range(compounds arbutine, glrablidin) and 0.1-20 μg/ml(compounds methylparaben, ethylparaben, propylparaben, butylparaben). Linear regression analysis of the data demonstrates the efficacy of the method in terms of precision and accuracy. An extraction method is developed and validated in order to apply this chromatographic method to a cosmetic lotion. The precision of this method, calculated as the relative standard deviation(RSD) of the recoveries(0.28-2.55%) was excellent for all compounds.

This study is described the stabilizing technology of water-in-oil (w/o) emulsion and the mechanism of emulsification with quaternium-18 hectorite (Q-18 HTRT) by swelling action. When Q-18 HTRT is dispersed in oil, it swells and constructs card-house structure adding ethanol, and formation of water phase is caused by hydrogen bonding. The gelling activities of Q-18 HTRT were excellent such as mineral oil, squalane, cetostearyl isononanoate, isostearic acid, cetyl octanoate, octyl dodecanol and so on. Especially, when oil gel containing Q-18 HTRT passed one to three times by Roll mill. It made the W/O emulsion cream (W/O-ECRM) having 2.0 w/w% of Q-18 HTRT and also produced the control sample (control) including 3.0 w/w% of cetyl PEG/PPG- l0/l dimethicone. The stability of after 24 weeks, Hardness of W/O-ECRM dropped 7.48%, whereas hardness of control went down 57 71%. As a result of these test emulsification of W/O-ECRM is superior compared with control. In cosmetic, 0-18 HTRT can use as suspending agent, oil adsorbent, emulsifying agent, dispersing agent, viscosifier and pigment.

Abstract
Melanin biosynthesis is a human defense mechanism to protect skin from UV irradiation and also determines colors of hair and skin. However, as a interest on skin-whitening increases, researches to prevent pigmentation and hypersynthesis of melanin in skin are being actively in progress. Active components used as a whitening agent in cosmeceuticals are kojic acid, arbutin, vitamin C and hydroquinone. However, until now, because comparison researches among them in the aspect of both melanin formation and cellular toxicity have not been performed, we can't exactly estimate merits and defects of them as a whitening agent. To this end, we performed experiments to compare their effects on cell viability and melanin formation. As a first step, in vitro tyrosinase inhibition assay was done. While kojic acid and hydroquinone showed strong inhibition activities(their IC50/s are all < 100uM), arbutin and vitamin C showed weak activities. IC50/s of arbutin and vitamin C are 100uM and 400∼500uM, respectively.
In B16BL6 melanoma cells, like in vitro tyrosinase inhibition assay, arbutin and kojic acid showed more strong inhibition effect on melanin synthesis than vitamin C. And unlike arbutin, vitamin C and kojic acid induced cell death at high concentration. Although arbutin showed no cytotoxicity, it has side effect to induce morphological change at high concentration.. In this paper, we suggest both kojic acid and arbutin have stronger ability to inhibit melanogenesis than vitamin C. And they also have side effect, that is, kojic acid induces cell death like vitamin C and arbutin changes cell morphology respectively.
